It sounds like the item pack system in ME3's multiplayer might fall into this category of being illegal in japan judging from the article, same principle as having people pay for something and then give a random chance of getting something useful

Its gambling... y'know, for kids.

I kinda* see why they had to crackdown on it.

*And by "kinda" I mean its really obvious why they are doing it.

Oh, if I had a thousand dollars a month to spend on Magic cards. As it is I function on about 2% of said amount.
Those games have physical cards, and therefore develop a secondary market in which you can buy the specific card you're looking for, which is a far better thing to do than buy packs and hope you luck into one.
