Just Cause 2 Mysterious structure...

So I was playing Just Cause 2 and happened upon a strange tesla-coil type building in the north-west of the map. It was connected to lots of other buildings of a similar ilk. I have googled it but nothing came up.

Any idea what it is guys who play it?

I also encountered that and It creeped me out and I found nothing on it but then my friend told me that am mission would reveal all.
