He seems completely full of idle threats. I mean, look how hard he had to think of to come up with a new threat, and then pulled "my uncle" from his trove of brilliant ideas. I think people are giving him too much publicity, which is what he wants.
If he and his parents really go the ways of "legal rectification," then his parents are incompetent morons.

On a slightly more serious note, putting a "hit list" on the internet, is pretty fucking stupid. If one of those people does get killed, even if the creator of the site has nothing to do with it, they're going to get a pretty serious legal charge, and definitely a police record. Even if they don't get killed, just having this sort of website is illegal. (For example, here in the UK, the protection from harassment act could get you up to five years in prison for such behaviour, whereas in Canada, it can carry up to a 10 year sentence, I'm can't seem to find the maximum sentence in the US, but I imagine it's something similar.)

I really didin't knew about this person untill now I never liked justin or his music so I've ignored it compleatly (verry succesfully) so I don't feel threated by this kid but if somebody was threating me and bullying me constantly for something I like I would fuck them up so I can't say this kid is doing something bad beacose if I was him I would do the same but now I'm not I don't lissen to JB I can't hack, I lissen to music most peapole never heard of and don't give a shit about anything that dosen't involve my own futere or saftey..... whatever
