It's very pretty, and it is moving to see this be made.
What I think makes people's back hair stir is the lack of the NPCs in the village. When you arrive in Kakariko in the original game, the charm of the place is that there are people in it who stand around, bantering, doing farm work, and so on. It has a small town vibe that suits the music, which is itself meant to invoke a quaint, peaceful vibe. Having that town empty of NPCs, with the music still on, is why it feels more like a pretty picture without the details - so much more lacking.
With that said, other people have very rightly pointed out that you shouldn't expect that level of detail in this guy's design project. It's nice that someone made this. If they or someone else could go ahead and add the NPCs and the functionality of the Cuccos and puzzles, this version of Kakariko would be just as charming in my opinion.
Now obviously, there is also a lack of "art design" in this design, because it's made to look generically pretty. You can't expect the same quality of art design as a AAA game from someone who's just learning the technical mechanics - that's why game companies hire an art director, sometimes entire teams of people do that job and ensure that every detail creates the right atmosphere.
My personal favourite thing in the video is actually the Death Mountain model. It really makes the mountain as impressive as (I think) it should be, considering its destructive potential.
