It seems that all of my friends (we're all Thais) knows that he's a guy from the first wink we got of him. He certainly wasn't too masculine, but he certainly doesn't appear girly to any of us.
A lot of other characters (especially in FF series) are also in this category. We can always tell if a character is male or female (except Final Fight's Poison).
Is this just an East-West thing? Can masculinity be so cultural-dependent to this point?
