The Military wouldn't want one. Too many articulating joints, makes it difficult to maintain and could make it more vulnerable to fire. The tall profile doesn't help - makes it a bigger target. I admit that it looks intimidating as all heck, and that it is impressive, but as a weapon, I don't think it's any better than a tank or an attack helicopter.

It could have applications as a civilian law enforcement weapon, though. But no military would use them.

Unpractical, the only possible use is riot control due to it's intimidating nature. But then again other vehicles would be both cheaper and more useful. It only goes 10 kph which is it's main limit. Even if you could get over maintenance it's pretty immobile and does not fit any niches that other multi-purpose vehicles do not already and for less money.

That said, I want one I want one I want one. I want one so bad, I want to drive down the street in one of those.
