Depending on where you are, bogus calls to 911 can results in fines of up to $500 or even jail time. In some exchanges, it's simply added to your phone bill. Just start whacking these idiots $100 a pop for wasting the 911 operators' time (and clogging the lines for people experiencing real emergencies). 911 service is vitally important, but also expensive.
