LA Noire Complete Edition PS3 download...... split???

I just bought this off the PS Store, and I know that the game follows the course of 4 different departments: Traffic, Homicide, Arson and Vice.
Why then, do I have to download Homicide, Arson and Vice separately from the rest of the game? These aren't the DLC cases either, these are the desks themselves. They're 3-5 GB each. I have to get them through the ingame store (for free obviously).
The game plays fine without them installed though (still downloading them in the background). I'm just starting out, but what would happen if I were to keep playing without them? What is going on?!

Can someone please explain this to me??????

I think it is because the game is massive, and they decided that splitting it by desks was a convenient way to manage the size of the game, while not leaving people waiting for a huge download. I could be wrong, though.

If so though, then why am I able to play it without them installed? It shouldn't work.

Double post, I know sorry, but browser is being a right.........man-part.

Anyway, yeah someone else has told me the same thing, comparing it to the 360's disc-swapping.

So........if I were to play to the end of Traffic, it would stop the story at the 'disc swap' until I install them? Seems a bit of a round-about solution, but okay.
Makes half the actual game appear under a 'DLC' label though, which is yet MORE clutter for my hard drive  =_=
 
It all totals to about 24-25GB though. Ouch.

If it lets you start playing while the rest downloads in the background it is a pretty good solution. A tad annoying but would you rather wait for the whole thing to download first or have the first parts to keep you occupied while the rest download?
