LA Noire Rockstar Pass not working?

Just bought the Rockstar Pass and no dlc has actually downloaded. I realise two of the packs are not being released for another month or so but most are up for individual purchase too so should be downloading right? Anyone else having this problem?

Did you buy it new or pre owned, the code might have already been used if you bought it pre owned

Rockstar Pass is different. It doesnt come inlcuded in the box as an incentive to buy new, instead you buy it from Xbox live/PS Store(When it comes back up, anyway) and it gives you access to the next couple of DLCs and the preorder stuff.
