Lack of solid release dates

Why do publishers claim a release date that they can't make? It seems like I should automatically disregard the original release date of any game that I'm mildly interested in. This doesn't bother me, I'll get the game when I get the game, but what are they playing at?

I find that this problem is actually getting less common, to be honest.

Back ten years ago pretty much everything seemed to get pushed back. These days it seems to be a 50/50 split between games that get pushed back and games that get rushed for release. It's gotten to the point now where if a game actually releases on-time I'm highly skeptical of its quality, and can't help but wonder how much content they've cut out.
