the badges to control pokemon only apply to pokemon traded from other trainers but clown doesn't really now how to command a pokemon:
also here is a combo that could to serious damage against mewtwo. I combine elecball and elecnet to make a weighted electric net to throw over mewtwo then I use bug buzz to go through out the entire net causing super effective damage as well as continues electric damage.

We dont play by turn based rules here, my Mewtwos favorite move is ripping peoples limbs off one by one while suspending them in the air with psychic power.
He's flayed a Jehovas Witness alive and turned his skin into a charming rug that really pulls the room together.
