Actually, no, that's not what he's doing. He's just saying that taking naked pictures of yourself means that people might see those pictures, which might happen through malice, negligence or force of circumstance. And that the existance of those pictures is something you're responsible for, and you need to use your best judgement to make sure they don't fall into the wrong hands, because that's the kind of stuff that can hurt your reputation. That's all. Or is telling people to lock their doors when they're not home also "victim blaming"?
Why do people insist on this binary notion that responsibility is an all or nothing thing, that it's all on one side or all on the other? Life don't work that way, things don't exist in a vacuum.
What this dickhead did is despicable and I do hope he gets sued out of his pants (and hopefully some paparazzi immortalizing his pantslessness) for it. But having those pictures taken is a separate thing, and I find the entire concept rather silly.
