I had this problem as well but I play 360. The problem turned out to be the TV, so I'd guess that it's a hardware issue, but its only a guess.
i also had this problem while playing the 360 version. It turns out my disc had a huge gash in it from my console for some odd reason.
Do you use the pc or xbox version?
I know for a fact that this seems to happen with all source games at some point (pc that is), most of the times it's missing textures. Happens a lot on player made maps, but can also happen on valve made maps if the server is missing some of the textures. It could also be the alt+tab bug, where the same happens if you alt+tab in the middle of the game. But if it only happens during load up and not ingame I wouldn't bother to do anything, but if it realy bugs you, try reinstalling like said further up ^^
