there's no console on my l4d
am i missing something or do i need something
and also i cant connect it into lan
or is it applicable only in garena?

You might want to try the Steam support forums.

go into your options, find the keyboard tab.

there should be a button called 'advanced'

in there tick 'developer console' or something like that.

Do what this guy said. It's that way for Half-life 2, Counter Strike Source, and most Source based games. The default setting is Off. So your ~ (tildé) key won't do anything until you check that one little box.
