"Legacy characters" vs. "consistent characters"

Would you prefer some "legacy characters" in comic books to have one consistent character incarnation? For example, one Flash, one Robin, one Clayface, one Earth. It's just because I was wondering how most non-comic fans only seem to know of Dick Grayson as Robin, and I've personally lost track of who was Clayface past the first two, and all the Earths (but, I guess, it's not surprising, when some of these characters have been around for over 70 years).

It depends on one thing: Whether the character being a legacy character is part of the appeal. For instance, I always liked how there were several Robins but just one Batman.
