I've been playing for ten hours today. It has gotten me to level 13. Ten hours in Borderlands 1 would have gotten me to at least level 20. I've done every side-quest there is as of yet, and nothing seems to get me enough XP. Anyone else experiencing the same?

Really? I've played 2 hours and I'm up to level 7 with Maya. But I suppose it depends on your playstyle.

The first 7 to 8 levels or the levels before you reach Sanctuary do tend to go quickly. I think I got to 7 on Zero in about an hour and a half. After I get to Sanctuary though I found the leveling does tend to slow down a bit.

Exactly. I play as Zero, and the first seven or eight levels I hit before sanctuary. After that..Ugh. Quests hardly seem to matter at all any more, they just don't provide enough XP.
One of the fun parts of Borderlands is all the upgrades and different playstyles you can use when you are at level 40-50. But right now, with just eight talentpoints, I'm down to sniping enemies over and over, sighing as my XP-bar doesn't seem to move at all.

I don't know exactly how/why this happened, but I went back to the Dust after a while of doing main quests and other stuff, and the enemies were all suddenly my level instead of the 5-12 below that they were. I was crawling along in my leveling process, but suddenly I could get 10% of a level up off of one queen spiderant? Thank god for that. If the skill trees don't start showing their genius until 40 levels in, then it shouldn't take so long to get to that point.

Sanctuary started flying
They haven't leveled with me after that.
I think at certain points in the main story zones get leveled up so they can be re-used.

Naturally, the first playthrough is supposed to get you to level 30-35 just like in the first game but the second game is longer so do the math.
