It's Japan. What else do they have to spend the money on? Certainly not a real military. Not any more frivolous than all the theme parks in Florida and California.

Japan is one of the largest contributors of foreign aid. They have the 2nd largest economy behind the US. Putting up this thing is hardly taking food out of the mouths of Africans.

Also, throwing aid at a country isn't always the best way to help them. Often times, food and aid money is intercepted by local warlords and never helps the people in need. So I really don't see how Japan did anything wrong here.
