You have it backwards. He didn't exist to provide a heavier clone of Falcon, rather they decided to put him into the game because he's one of the major characters in one of Nintendo's biggest franchises, and because they were too lazy to design his own moveset from scratch they just used Captain Falcon's instead. However, considering his notoriety you could just as easily say Captain Falcon is a lighter clone of him. And honestly if I had to let go of one of them I'd choose Falcon, I don't even know who he is or anything about F-Zero.
To make him worthwhile and to differentiate him from Falcon, you'd have to completely revamp his character and moves anyways. He wouldn't even resemble his original form. At that point, you're better off just scrapping him and starting over with someone else.
Why would it be better to scrap him entirely than to just change him? To be honest I'm pretty biased by the fact that he was one of my favorite characters in Melee, but I still think it makes more sense to include an important Zelda character than to scrap him just because they made him lame in a previous installment.
And who better than one of the newer and more popular characters in the Zelda franchise? *shrug* Even if I didn't have a personal fondness of the character, I'd rather have her than Ganondorf. Because Brawl made him into an absolute joke, and I'm not sure they can salvage him as is. >_<
I don't know, not only is Midna only from one game, but what would her attacks even be? She's mostly a passive character in the game, sorta like Navi.
