This is the final DLC for Fallout: New Vegas, this is where every bit of information we have about Ulysses and the Divide comes together.
Based on the achievement list, there's a few obvious things we can predict, ED-E will be able to acquire new upgrades, we'll have a new weapon, some sort of rocket, or rocket launcher, and there are several warheads scattered throughout the area.
As for the achievement "Condemned to Repeat It", it's description shows us that despite the Divide's reputation for being hazardous and uninhabitable, there are indeed people down there. I don't think I need to tell anyone that the first half of the phrase that makes up this achievements title is "Those who don't learn from the past are...", so my guess, the inhabitants of the Divide are either trying to rebuild the Old World, or, judging by the achievement's icon, remnants of Caesar's Legion, whose historical connotation is rather obvious.
Of course, the presence of nuclear warheads introduces a few more possibilities. Maybe the inhabitants seek to use them to ravage the world once more, that would certainly match the concept of failing to learn from past mistakes.
Then we have Ulysses himself. Joshua Graham implied that Ulysses might have been a Frumentarii, if there are Legionary's in the divide, that could explain his presence there, but that doesn't fit with Ulysses' messages in the Big Empty. Ulysses claims "...the Old World sleeps there...", if the Divide were a Legion outpost, it certainly wouldn't represent the Old World.
I can only guess what's going on in the Divide and why Ulysses would go there in the first place. What do you think will happen?
