Hey, first time posting in role play forum but my friends and I are trying to find a DM that can work with us to generate a universe and find a system we can work with

Edit: Some details I managed to get about what we plan to do
-starting level of either Mutants and Masterminds PL 12-13 and Pathfinder 14th level with 5th mystic tier
-possible idea is that world is antagonistic to characters in that characters are heroes but world has misunderstood actions of party and is out to stop them
-Focus on roleplay, characters, and story telling
