I'd recommend Fallout 3, System Shock 2 is all melee combat until you get far enough in for guns to not be useless as is Vampire the Masquerade. Never played Deus Ex but from what I hear it'd be a strong possibility. Bioshock as well but the rpg elements are basically just choosing which plasmid you want to have equipped.

Borderlands, Deus Ex, System Shock 2, Fallout 3 are a few i've played.

I dunno that games like Bioshock and Mass Effect 2 even really count as RPGs due to the fact that you could remove the "level" stuff from each and add exactly nothing and they would play exactly the same without it.

Borderlands fits the description perfectly.
I'd say Borderlands.
I would have said Fallout 3, but if you haven't played that already I'd have to throws owls at you :D.
But Borderlands would be your best bet for a wild ride.

Are you after a single player experience? Or Multiplayer?

VtM:Bloodlines runs on the source engine so if you can run HalfLife2 or any of its siblings you can run Vampire. I didn't like the shooting mechanics, and really if you are playing a Vampire why would you use guns? I think this is better as a melee game using the third-person view. This is the game that convinced me that third person RPGs could work without a turn based system like Kotor.
Deus Ex is an RPG first and foremost, as is System Shock and VtM:B. S.T.A.L.K.E.R. however is a shooter first, with some RPG elements, it sounds exactly what you are looking for to me.

Like everyone is saying, there's Fallout 3. There's also Oblivion, which is first person, but not with guns. Still a great deal of fun though.
There's Bioshock, I guess? Heavy on the FPS, not a lot of RPG, but if you're looking for "RPG elements" as you say you are, you could do way worse than Bioshock.
I also try to make it a habit to recommend Mass Effect to anyone who likes RPGS at all. So... Mass Effect.

System Shock 2! That game is the sweet Zombie Jesus of survival horror. Its the scariest ganme ever and I still have my original disc around here somewhere.

Look at you, hacker: a pathetic creature of meat and bone, panting and sweating as you run through my corridors. How can you challenge a perfect, immortal machine?

Now thats a Monologue

Lots have been said already but at the risk of repeating suggestions I'l just list a few off the top of my head:

Deus Ex
Bloodlines
System Shock 2
STALKER (lacking in some RPG elements)
Fallout 3

Although the last two are sandbox games so have quite a different feel to the other three. Its a great genre but somewhat underpopulated unfortunately.

Some people have mentioned Mass Effect, but I would say thats more of an action/shooter/RPG at any rate it is not First person. If we accept Mass Effect then there is Dead Space too (also not first person). Bioshock has been mentioned and it fits the bill, though I didn't like it much so thats why i didn't list it.

But only if you're REALLY down with old-school games, as the stealth has aged poorly.
There is a always the high definition texture pack if it really bothers you...

EDIT: I also suggest the Shifter mod [http://www.moddb.com/mods/shifter1]...

He said an FPS with RPG elements, not a repetitive grindfest with shitty gunplay. Go for S.T.A.L.K.E.R. I guess.
Instead of completely disregarding my opinion, you could at least acknowledge that he might like Borderlands even though you didn't. And instead of coming off as a complete douchebag, you could at least try to prove your point by explaining how the game has the problems you say they have.
And with multiple people, Borderlands isn't a grindfest.
Unfortunatly though, he may end up playing it singleplayer, and though you may feel it isn't a grindfest, many people will agree that the killing of the same models can get repetetive no matter how shiny or green your new weapon is.

I actually had a lot of fun with Borderlands even in single player. It's better with friends (not randoms), but it's still pretty decent in single player and has a very dstinctive feel.

Mass Effect 1 & 2 are absolute must-plays, though.

Borderlands is amazing, Bioshock 1 and 2 are also great but not as rpg, Mass Effect is better in my opinion, and Deus Ex invisible war naturaly.

System Shock 2 would be the best thing especially since the upgrades come naturally rather than from experience points for killing things. If you diligently search you can find extra as well. I've finished the game in so many different ways, Psi-Amp only was a nightmare, harder than just wrench.
