I am looking for an art program that does not force you to choose the size of your creation BEFORE you start working on it.

For example: I start drawing something and discover I need to add an inch to the top and right of the page. Rather than open a new project with the new dimension and copy/paste/align what I was working on in the previous project; it would have a button you could click to change the dimension OR simply allow you to drag the borders out.

Yes, I know Paint has the last option, but that is only for the right and bottom of the page. I would like a program that has this for ALL four sides of a piece of paper, and possibly have the ability to zoom out and in.

Is paint the only thing you've been using? You could get paint.net. There's probably something in between that and regular paint, but it's pretty good (and free).

If you have a Mac available, try Scribbles. It does exactly as you want, and is limited in options, but is very sleek and simple. I enjoy it more then I do things like photoshop, honestly. Just me, a few brushes, layers with transparency and an endless canvas...
And its one of the few drawing programs ever that make good use of the pressure sensitivity of a tablet pen.

Except, you'll need to find a way to get a key to export the files. The developer actually kindly gave me a key, though- he's not selling it any more.

I don't know about a PC program that does what you're asking for, sadly. I know what you mean with canvas size.

Well in photoshop you can just make the image bigger or the canvis bigger on the fly. But I think you want somthing vector based so I recomend flash or illistrator. Flash is better for strict drawing however, Illistrator is good but it forces you to clean cut everything and limits the blending tecniques you can use.
