The only thing to do is wait for someone like Anon with the capabilities to get rid of them to do so, or let the government get around to it eventually.

They're trolls. Plain and simple. Complaining about them is their whole motivation for doing it and the alternative option is having the whole internet drop their pants and bend over for them anytime they feel like being assholes.

Luckily they're in a losing fight because all it takes is one clever guy among them to get their identities and drop them off in the CIA or FBI's inbox or something. Although if you ask me at this point I'd be ok with the government passing more internet regulation laws to ensure that people like this can't go do what they want.
