Also note that any bullet penetration kill works, that means glass and the cubicles in high rise counts.

What i found helpful when you want to get Bullet penatration kills is to go on high rise and stay behind the office windows. Shooting through the windows counts as a penatration kill. It may become difficult once most the glass is smashed and the blinds do obscure your view.
