Yeah, as has been said before, you've given us your local network address. You need to give us your external IP - Try http://www.ip-adress.com/
After that, you'll probably have to open up port 25565 on your router, grabbing the simple port forwarding tool from http://www.simpleportforwarding.com/ will make it easy, simply download it and follow the checklist the program gives.

The problem being was my ram overloaded and blue screened me for some reason.. i have 8 gigs of it idk wtf lol

its because of minecraft being down and the servers are being weird... idk what the hell it is but go to the minecraft website and see
