Mafia II question

I was wondering if you could free roam Empire City after you complete Mafia II to collect Achievements, and The Magazines and wanted posters?

There is no free roam mode in Mafia 2. After you finish the game you can load up any chapter of the story and simply choose not to go to the next mission checkpoint if you wish. To collect the Playboy magazines, you have to go to the specific chapter they are in, they aren't all present at the same time in game.
