For battle/location maps, Maptool maybe? I've not personally used it but I've seen some streamed D&D games using maptool as a virtual tabletop for online groups and the results are actually pretty impressive. I have no idea how much work is involved though.

For world maps, I don't think there's any substitute for pen and paper but then I spent my childhood drawing fantasy maps. You can find a lot of tutorials online for how to draw specific map features if you're worried about your artistic skills, but you can always draw in a soft pencil and then go over with ink later.

I tried campaign cartographer back when it had a playable demo and it was pretty good but it's also really expensive. Realistically, your best bet for free software is probably to download GIMP. It's free and much more powerful than MS paint, although it will take some time to get the hang of. Ultimately, you can probably produce results not too far off Campaign Cartographer just by using relatively simple layers and image assets from the internet, albeit perhaps not as easily as you could with more specialized software.
