If Garrus or Tali is killed no one would take their places. I'm pretty sure they wouldn't be able to have a substitute becuase that means people who kept Garrus and/or Tali alive would miss out on another character - even if they're generic.
I understand your concerns, because I had them too, but after thinking about what they've said regarding the smaller teams I think they're doing the right thing. I really did love having a big team for Mass Effect 2, but let's face it that game was basically just full of loyalty quests. It was all about the people and barely about Shepard and saving the universe. That stuff just kinda slipped into place in the background.
I will miss characters like Samara (Q_Q) and Legion on board my ship, but would I sacrifice having those characters on the Normandy for a game that focuses more on the story and the close relationship between Shepard and the rest of his crew...? I don't think so. In the end I'm all for deepening the relationships between the crew members we have and Shepard, rather than having 12 who I don't know very well.
Also, I don't think they've confirmed 6 - They have said it's less than 12, but they haven't confirmed 6 either. Who knows.
And hey, at least on the bright side we know we're going to meet everyone again, so it's not like they've been thrown out of the story. We're just going to have to accept and be happy with that
