Tactics in a shooting-esque game? MADNESS.
But in all honesty, this sounds like a really complex and diverse system, and it sounds like it'll encourage a lot of teamwork. This I like, tbh. With the evolution of games like Battlefield 3 that encourage cooperative play instead of "Let's take the sniper rifle and use it like a shotgun", it might help to inject some new life into the stagnating shooting genre and give us some nice and fresh takes on how these games could go.
Conversely, games like this will raise the bar high enough that people might stop making cash-in shooting titles and actually make, *gasp* titles that belong in OTHER genres.
