It means "You are already dead." It's from Hokuto no Ken.

Also, the entirety of the "I Love War" speech from Hellsing. It's the best speech ever given in the history of forever. Note that the beginning is also often translated as as "Gentleman, I love war. Gentleman, I love war, Gentleman, I so love war."

I don't remember what the characters names (they were each by one of the two boy children) were who said these two, but they were both from the series RahXephon:
