It's more likely than you think. Hideo Kojima just announced it at the conference. Apparently it will be called Metal Gear Solid: Rising and will feature Raiden as the protagonist instead of Solid Snake.

At the end of the day, a MGS game is coming to the 360 at last, and all people shoudl celebrate, not for that fact, but the fact we all get a chance to play a new part of the MGS story.
