Minecraft - hosting a server issue

Hey, I'm working on running a minecraft server off of my home computer (specs below if you need em for some reason), and I hit a bit of a snag. The program constantly loops the following message (the first two lines loop about 10 times, then the third line comes up, then it all loops again)

[INFO] Generating new properties file.
I wouldn't be worried about it if it did it once or twice, but it will do 3-4 loops a second, and will do it for half an hour. The program doesn't respond (trying to close with x button doesn't work, I have to go into task manager to close it. I had this issue once before, but I don't remember how it resolved. Since then, I had to clear all my minecraft stuff out of my java bin so that I could get rid of a small collection of mods. Regular minecraft works fine. It also shows a few other lines when I first start the program, but I can't catch it fast enough to read it.

processor: AMD phenom 1100T black edition (6x 3.3GHz)
RAM: 4x G.skill Ripjaws 4Gb DDR3 1866 (16GB total)
Motherboard: Gigabyte AMD 990 FX
Graphics Card: eVGA GTX 460 SE
Harddrive: 2x 250 GB 7200RPM SATA (500 GB total)

Has anyone else had this problem? if so, how did you fix it?
