"The latest entry in the Elder Scrolls series--Elder Scrolls V: Skyrim--is due out 11/11/11 with not only a new narrative, but also a new game engine. However, gamers not content with what Bethesda has created will be able to mix things up in the new role-playing game.

Bethesda has confirmed via the Bethesda Blog that The Elder Scrolls V: Skyrim will follow the precedent set by its predecessor and come with a set of mod tools for gamers to unleash their creativity with.

The sky's the limit for modders in Skyrim.

Skyrim's all-new game engine--outed last month--will be called the Creation Engine and will include the Creation Kit level-building tools for the PC community only. This toolset will let gamers create levels and tweak game nuances to their liking. The modification tools will not be available for the Xbox 360 or PlayStation 3 iterations of the game.

Speaking via the official Skyrim forums, a Bethesda employee said that including the toolset with Skyrim was a decision the studio made based on what the community had created in the past.

"We've always been impressed with what the community has done with our tools," said a Bethesda representative. "Like the Elder Scrolls Construction Set for Morrowind and Oblivion, we plan to release Creation Kit so you guys can mod Skyrim."

The Elder Scrolls V: Skyrim was announced at the 2010 Video Game Awards show following reports that the title was in development and would be a direct sequel to The Elder Scrolls IV: Oblivion."

My opinion on this is, great! I didn't expect the tools to be available on launch, though, with new engine and all.

They'd be fools not to include some sort of modding tool. Mods are the reason the Elder Scrolls games remain in the news long after they've left the shelves - in a way, Bethesda Softworks is built on the backs of mods. So, I can't say I'm surprised. But I am looking forward to what they can do in terms of new tools for modding, now that they're basically redoing the creation kit and all.

they release every game with mod tools or supply them a few days later, it's how bethesda does things they like people to mod.

I don't know if they 'like' people to mod, they just know that people like to mod.
I doubt it's altruistic.

Mods are the lifeblood of these games. It keeps consumers happy, that keeps sales high and also extends the shelf-life the latest TES game. Everybody wins really.

What does Bethesda lose from people modding? They don't provide any online services other than DLC. Really it's just something that gives their game another selling point and maybe some extra publicity. Plus, they don't even have to do anything. The community makes their game better for them. How could they not like that?

Clearly you didn't understand any part of that post.
Let me explain it for you:
Bethesda know their audience, they know people like to mod. They bundle mod tools to boost sales and thus make more money. They like money, not people modding.

Edit: Not that it's a bad thing, by the by. I'd rather their lust for gold creates a more accessible and entertaining game than another Call of Duty.
