Anyone around who knows how to come up with Mods for New Vegas? I am aware of the G.E.C.K. and I know how to install mods other people make, but what I'm more interested in is making my own Mods, like custom made weapons and armor. How would I go about that? If there is a guide or tutorial you could link me to or if you have some information I'd be greatful.

I don't know how to make mods myself, but here's a tutorial from the official fallout website:

Doing it at this very minute, ask away!
Edit: the best way to learn is to a. Mess around in the geck and b. look at other mods
As for making models I cannot help you, texturing I can though.

Alright, thanks....It was more over the creating models and getting them to work in game that I was aiming for but, I'm still glad you can help, How do you retexture a piece of armor or clothing?

Get photoshop through whatever means necessary, get a BSA unpacker (I use the one that came with Oblivion mod manager), unpack the texture files located in the data folder, copy them as is into the data folder, get nvidia's .dds plug-in for photoshop, open the texture you want to edit, edit it, save over or create a new .dds file in original directory, If you saved over an existing texture you are good to go, if not, find the tab in the GECK marked textures and right click to create a new one (use a pre-existing one as a guide), go to the object who's texture you wish to change, edit the texture (there a box in the window that pops up) to the one you want to use (you will see a list with part labels and a preview window), change it, save, and enjoy.
It takes a while to figure out, but I suggest trying to do it yourself so you learn, that is how I did it.

Would it be possible to edit the skin texture and add something specific like a tatoo, or would that have to be done some other way?

It is done the same way, you just need to find the skin texture files, it will apply to all characters using that texture though.
