I have no idea what that is and looking it up didn't really help. Is it just a model or does it have some electronics in it? If it's just a model you'd have to figure out how you're going to power it. Luckily LEDs hardly use any power. I'm not sure exactly how much they need but you could probably rig something up with batteries.
Electronics are pretty cheap. Resistors are sold in the cents and I think small LEDs are as well. You can buy large LED and cold cathode tube lights for computers for a few bucks. You're going to need a soldering iron as well which you can get for like $15 at walmart or radio shack. You'll also need some wire, probably 18 or 20 gauge would be good for this. You could probably find something to make them pulse on a site that sells hobbyist electronics.
Like someone said, look for a guide. It would probably also be a good idea to read up on hobbyist electronics and get a grasp for basic electrics (like what are amps, ohms, the basic equations, etc.).
