I gotta say Forge or cable... or both. They have the upper-hand with time/ dimension travel. Dr. Manhattan couldn't destroy what these guys could see coming(I know little to nothing about the Watchmen, so please don't call me out if this is incorrect) . Also the Watcher would just snap his fingers and all would be gone. Those guys are some cheaters!!!

CALLING YOU OUT! I'm just kidding. But Dr. Manhattan sees all events, past, current, and future at the same time, so he would see them coming. He just wouldn't care. You should read the watchmen, it's a fantastic read. Movie isn't half bad either.
