Morrowind. That is both a deeply broken game and a very fun game. Later TES games keep the broken and lose the fun, which strikes me as a strange design direction.

Arcanum is good but broken.

There's Master of Magic , if we can submit TBS.
Morrowind is also a good answer.

Those games have broken combat and progression. The balance is completely out of whack and exploitable when you know what you're doing.
The games also have interesting settings and experimenting with the broken game mechanics is an interesting game in itself.

Arcanum most of all did alot of things right. If the combat had been good, it would have been the ultimate CRPG, possibly forever.

regarding the TES games, I've read a nice line stating that they (i.e. Skyrim) are like toys, so let the children break them, if they want :)

KotOR II was pretty god damn broken yet still managed to be pretty god damn fun.

Just wish the mechanics for the Sith Ravager actually worked...he was SUPPOSED to be an unstoppable force of death and destruction, gaining temporary attack buffs with each successive kill......yeah, that didn't quite work how it's supposed to.

So I inevitably ended up going Sith Lord and spamming Insanity with Force Storm. Stun an entire room full of baddies then fry them all.

I had it as a young girl, and I discovered an exploitable glitch where you could subtract points from a stat infinitely into the negative and add it to your point pool, so I took a bunch of points out of "breaking" and put them in all the other stats.

If by broken you mean horribly unbalanced, then Just Cause 2. Incredibly fun game, but like Yahtzee said, it's like playing with all the cheat codes on.

Fallout 3 is as broken as New Vegas, but since Fallout 3 is only my favorite game ever of all time ever, I'll go with that.

Fallout: New Vegas. Such great writing and design, but so unplayably buggy. I still love it to death, and I consider it my favourite RPG of all time, but actually trying to play it just makes me rage.

The PS1 game for Star Wars: The Phantom Menace.

This is the video game equivalent of watching a terrible movie with your friends and ripping on it. It's so bad, yet so charming.

The most broken aspect of it is during the fight scene with Darth Maul. After watching Liam Neeson die, and the failure of trying to animate grief via body language, you're supposed to superjedijump over to a bridge to fight Mail 1-on-1.

There is a random chance that this bridge simply does not spawn. Your last checkpoint will be at this moment. At this point, you'll have to play through the whole game again and pray that the bridge will appear so you can finish the damned game.

Diablo 2 if "horribly broken" is taken to mean "99% of the skills you can pick are completely worthless and permanently gimp your character." So either find the good ones out online or cross your fingers and start picking.

MW2 if we count the number of hacks, the OP perks, guns, and killstreaks... still had hours and hours of silly competitive fun.

New Vegas at launch, with an HM for Alpha Protocol.
Beat me to it. Especially Alpha Protocol, it's so broken I can't even install it any more.

The box is enjoyable though.

Mmmh, beside Bethesda games (TES and Fallout), I would say Vampire Masquerade : Bloodline. Even with the patch (fan made, iirc), I experienced strange bugs that made the game almost unplayable. Still love the whole atmosphere and the storyline.

Splinter Cell Double Agent on the Wii. If it wasn't broken, it was god-awful to play...but I enjoyed it!

Deadly Premonition. The map which should have been an important part of the game was completely useless, the combat controlled horribly, though not broken per say the graphics were horrible, but for some reason I loved this game.

For me, that would be either New Vegas or Skyrim

Vegas teneded to freeze up on me moreso that other games, and Skyrim sometimes has quests you either can't access or can't finish in your next playthrough if you happened to accidently take the wrong steps.

The Force Unleashed. There wasn't any real challenge and the force lightning killed everything relatively quick, but was still quite fun.
