No one. Evil is an opinion, not a fact. What some people think as evil, other people might think as physcotic, or crazy.

I'd say that Myra Hindley and Ian Brady are easily contenders, serial child killers just can't be called anything else.

On a side note, I would like to see the people who work for the Student Loans Company killed with fire. A lot of fire.

Stalin, for having murdered millons of people, many more then hitler, and getting away with it. Man was insane.

I agree with these two, there's no black or white, only grey.

Most of the Nazi party's bigwigs were animal lovers, although it didn't stop Hitler using his german shepard as a guinea pig for poison.

That's like saying that no one is attractive, because that's just opinion and not fact. Plenty of people have been evil, because they fit society's definition of 'evil'. On topic though,Josef Stalin

"Stalin was General Secretary of the Communist Party of the Soviet Union?s Central Committee from 1922 until his death in 1953. Under Stalin?s leadership, the Ukraine suffered from a famine (Holodomor) so great it is considered by many to be an act of genocide on the part of Stalin?s government. Estimates of the number of deaths range from 2.5 million to 10 million. The famine was caused by direct political and administrative decisions. In addition to the famine, Stalin ordered purges within the Soviet Union of any person deemed to be an enemy of the state. In total, estimates of the total number murdered under Stalins reign, range from 10 million to 60 million."

I think evil is purely objective and that any acts of questionable morality are a product circumstances and their own psychology. It is oftentimes either of craziness or necessity, not any inherent "beast within".

And since this thread is going to be filled with people mouthing off on Hitler and Stalin without knowing anything, I'm just going to evacuate this thread. That kind of ignorance I just despise.
