Gonna also vote for Leon S. Kennedy, but for completely different reasons than OP.
I never once got the vibe that Leon was any of the things in that post. Since his introduction in RE2 I've always seen him as a bit of a pretty-boy doofus who sorta just stumbles his way into things. He's my favorite character in the series because to me he's the comic relief.
In RE2 it's supposed to be his first day as a police officer in Raccoon City. The entire city has gone to shit, and he never once listened to the radio or watched the news? An outbreak of that kind would be a media shitstorm. But fine... maybe Umbrella managed to somehow block the media, or maybe Leon just doesn't care for news. So... how come he wears a police uniform that no other police officer in the entire main-series of games wears? Is he doing a really bad cosplay of an RPD officer? Did the actual RPD officers send him a joke uniform to see if he'd actually wear it as a form of hazing? Then there's Ada Wong, who has him pretty much completely pussy-whipped throughout the entire game, and right into RE4.
And speaking of RE4... I love how he walks into a random foreigner's home uninvited, berates the man in a language he doesn't understand, and then proceeds to shoot him in the face when he tries to protect his home from a clearly deranged trespasser... and then proceeds to shoot all of the guy's neighbors in the face when they arrive to help their friend.
Also... one liners that would make one-liner king, Arnie, groan and facepalm.
"Where's everyone going, bingo?"
"Your right hand comes off?"
"YOU'RE small time! ROFLOL!!!!"
