The Cerberus isn't a shotgun, it's a triple-barreled revolver. He also has two guns called the Hydra, which is a triple barreled sniper, and the Griffon, which is a triple barreled Thompson-esque machine gun. But no shotgun unfortunately, that's Irvine Kinneas from FFVIII's area of expertise.

Best shotgun in a game is hard, the standard shotgun from Doom has a very nice "BOOM! *k-chik* BOOM!" effect, but the SPAS-12 from HL2 brings back warm memories from the first time you recieve it in Ravenholm, it just feels completely right... Also the Gnasher Shotgun from Gears of War is pretty badass.

Any Shotgun. The whole point of shotguns being invented was for a zombie apocalypse, the inventors had the right idea.

Tactical 12 Gauge in Timesplitters 2 was pretty awesome though, my favourite weapon.
