Burns is awesome but hardly underrated. I think maybe Lenny and Carl, they are in it so much and yet we know so little about them. I'd like a few episodes that show a bit more about tham.

He gets my vote, for underrated reoccurring character. As for underrated character in general it'd have to be the Krav Kalash guy - when Homer goes to NYC to get his car back..."no bowl, stick! stick!" Makes me die laughing every time.
