For chip tunes, ModPlug Tracker or FastTracker are recommended. Both come with everything you need and are relatively easy to use (At least according to a friend of mine, who has been using them for years with a great success. Easy for him to say.)

Fruity Loops kinda sucks. I used it for a while and the sounds got old real quick. If you want a good production program, get Propellerhead Reason 4.0. There are tons of refill packs which are essentially thousands of different sounds you can load to be included with the already huge list of prepackaged sounds.

Or you can get what I use:
But it'll run you about $3000.
