MW2 stimulus pack for free?

So I've been playing some MW2 today and twice now. Once on team deathmatch and another time in ground war I've seen stimulus maps being played. And some people said they hadnt bought it. So is the stimulus pack being intergrated into the normal map cycle now?

I like the idea but I have to say its a really big F*ck you to everyone who bought it.

it is free if you download it from a friends download list, but without that you can't play the map packs. there is a rotation of maps but if you don't have the map packs it wont put them into the play list.
