I'm using an Advent [PC World brand] desktop computer, and it has sounded like a jet taking off since the day we bought it.
It's a very low-end machine [Halo 1 gets frame-rate issues], so it's definitely not cooling a graphics card or anything.
Any idea what exactly it's doing?Does it just have a crappy fan?Is it something to do with the power supply? Is the computer just a piece of junk?

I'm tempted to say that it's junk, but I'd say you might have a faulty (not quite broken yet) fan.

Noise comes from the fans.

There are also fans in the power supply.

You could try opening the case while the computer is on and just listen to which fan is making the noise.

Could also be your case - if the fan is improperly places is just sounds loud, or there is no smartfan function.

its most likely the fans. Open it up, turn it on and stick your head inside to find where the noise is coming from. The stock CPU cooler is usually pretty noisy. As are most 80mm cooling fans.

I'm going to say it's the fans. You said it's a very low end machine and so day to day tasks seem to be pushing it.

get a new CPU fan ($20-$50), silent case fans ($10-$25), a new PSU (anywhere from $10-$1500 just get a cheepo $20 one though)

thats my 2 cents hope it helped (P.S. these are Australian prices so the US or wherever the hell you are may have different prices)

(P.P.S. yes people actually spend $1500 on a PSU not me though!)
