Report him. He's the one being an asshole, you don't owe him anything. Someone will probably get moved and then this will just be a roommate horror story to tell. I was lucky enough to always have roommates who could deal with conflict about things (that, or they got used to my directness).
Being passive-aggressive won't get anything done. When you're on your own, you have to look out for yourself. It doesn't mean you have to be an ass, but you need to be damn sure no one takes advantage of you.
And a pro tip? Move into a house or apartment (houses are usually better deals but more responsibility) as soon as your able. You get to pick your own roommates and don't have to deal with on-campus housing rules. It was also actually cheaper for me to move off-campus in college.
