It's cruel to the animal to not let them out, especially if they're trained to only do their business outside.

Take the computer away from your sister until she learns to be responsible.

Ah, well the yorkies were never properly trained. So they don't know better, I tried to train them myself, by locking them where they sleep and letting them out once an hour, was going to move to letting them roam at some point, but when I can't be home every day, doesn't really work out. The fourth dog is a golden retriever, she can hold it all day but I let her out too. She at least knows not to piss in the house!

I recommend buying some sort of litter box and at least trying to train them to use that. (you can buy sniffer things that make the dog urinate when they smell it)

If your dogs aren't going to be allowed to go outside, then at least give them some option for indoors.

They are let out, the plan was scrapped due to everyone not being on board

Yeah, I was looking after my cousins for a while (long story) a 17 year old girl, 14year old girl and a 6 year old boy. Everything was going okay, but my usual positive reinforcement wasn't really working with the 14 year old. She refused to help around the house, spent every spare minute she had on her PC in her bedroom, she wouldn't feed or walk the 9month old pup, that she asked for and a bunch of other crap that I really don't want to get into.

Anyway.. After playing nice for a solid 3 weeks, I sat her down and informed her that unless she started doing her homework, looking after her dog, doing her chores, etc etc, then she would start losing privileges. She didn't believe me. So I went into her room one day with my handy screw driver and removed the plugs from the computer, her tv, and I even took the battery out of her blackberry. She learned her lesson.

Eventually she did get it all back, but only after she stopped being such a lazy git.

Sounds like a class A procrastinator.

By reading this, now I only feel like class B procastinator, at least I took my dog for a walk.

To OP, important question, when you decided to have the dogs was it something the whole family agreed on, or was she against? If she was against it, then it's not her responsibility, though she should help as a favor.
Also, is she NEET?

My god, do I ever feel lower down the line of procrastination.

If I need to let out/walk my dogs I damn well do it. I'm fairly laid back. I play alot of online games but there's a point in my day where I tell myself... No I need to at the very least do something creative and uses my brain in a different way.

If I ever let myself get to that point I'd fall into a spiral of self loathing and laziness from which a only a serious shock to the system will cure. This sounds like your sister. She needs a wake up call, you need to take whatever she dishes out and tell yourself it's for her own good.
