Well some do have some natural talent, you know, and learn fast, and some just plain suck. But yeah, everyone can develop their drawing skill by practicing. I wish i could draw like that... Actually, i wish i could draw at all. When it's "Owlslayer meets a pencil", then we get some pretty crappy stick-figures...and that only happens on a good day.

That's half right. It does take practice, a lot of practice, but there are people who start off with more advantage.
