Generally speaking, fiction should be as believable and consistent as the subject matter allows. And this is science fiction. It's even set in the real world in the near future. Making the implausible seem plausible is important when the entire concept is a thought experiment about "what would happen if ___". Think about any episode of Star Trek you ever saw. All that babble is just bullshit of course but that's not the point. The point is to establish the rules of the game for the audience's benefit. Robo Cop has to follow the rules of his universe, despite being fictional. And those rules shouldn't be retarded. Robo Cop is as believable and consistent as the subject matter allows.
