Why not stuff a union suit (you know, that old - timey coverall underwear with a hatch in the rear) and dress it up?

You can put cardboard tubes or something in the arms and legs to make them stiff, then just fill it up with cotton or whatever. With a bit of creativity, this should get you a decent body - now you just need to worry about the head. (I mean, for the mannequin.)
