I wouldn't be surprised if it was Amiga, the Amiga was a much bigger platform than the PC back then (mid 90's) because most PC's had no soundcards and only CGA or EGA graphics. The sort of lush box art you describe was absolutely typical of Amiga games. I can't think of any Mech sims on the Amiga. Flight sims and space combat games, sure, but not Mechs. That sort of box art is also typical for tabletop games.
